This tool is specially designed to crimp the CABAC fully insulated flag terminals, FIFQC1.25-6.4 (red) and FIFQC2-6.4 (blue). The terminal rests in a detent in the jaw of the tool, and the barrel is crimped. The tool has a ratchet to ensure complete crimp.
